Responsible Policy Uses Inspections, Not Assumptions
Responsible policy should ask who follows the rules, who breaks them, and which channel youth are actually using.

Recommended moves
- Inspect lawful sellers and publish anonymized results.
- Escalate penalties for repeat age-verification failures.
- Track illegal supply separately from compliant retail.
Compliance is measurable
Alberta's current vaping framework includes age restrictions and enforcement tools. If those rules are not working, the public should see where they are not working.
AGLC's contraband enforcement reporting is a useful model because it identifies activity, scale, value, and tax avoidance. Vaping enforcement should be held to a similar public standard.
