A responsible market protects revenue, youth, and enforcement capacity
Responsibility should be measurable. A responsible market is not defined by good intentions. It is defined by visible duties and visible follow-through.
Sales remain inside taxable channels.
Sellers apply consistent age checks.
Regulators can verify conduct.
Bad actors face consequences.
The responsibility standard
A policy that shrinks the visible legal channel while leaving illicit supply intact does not meet the standard. It weakens revenue, youth protection, and enforcement capacity at the same time.
